[Nightly] taskbar doesn't show up when watching YouTube video full screen then switching to another window on same screen

Steps to reproduce:
- open 2 windows
- on first window go to a YouTube video and play it on full screen
- alt+tab to the other window on the same screen
Actual results:
second window shows up but the windows taskbar is still hidden by the full screen video
Expected results:
The windows taskbar shows up (this is the behavior on edge)
