It is marked as "Office use only", and IDK how Master PDF Editor is able to highlight all the fields except this one. Maybe there is some kind of marker in the field that says it shouldn't be highlighted?

The issue was that the "validated" field (on the right of "Part 1", under "Office use only") was a fillable field, while it shouldn't have been fillable by the user.
