I think we should go to 4.32 directly. NSPR 4.32 introduces a new socket feature, which Firefox 91 seems to use already (Firefox 91 already uses a beta version of NSPR 4.32).
See new symbol PR_SockOpt_DontFrag used in the commit for bug 1713689
Is NSS 3.68 the version that you intend to be used with Firefox 91 ?

I don't expect much trouble from NSPR so we can go for 4.32 directly if you want...
Ideally, I would have 4.32 in NSS at least a week prior to the NSS release so that I can do an uplift to Fx nightly and have at least a week of testing before the Firefox merge day.
If you can release it by July 2nd (3.68 Beta1), that would be ideal, do you think that's possible?
