If a download window appears while a tab is being dragged, the drag is left incomplete

Details

STR:

  1. Open a page that you can request a download on, such as our nightly/beta download page.
  2. Begin downloading a file on that page; anything that opens a download confirmation dialog will work.
  3. Before the download confirmation dialog appears, begin dragging the tab around on the tab bar.
  4. Do not release the mouse button until the dialog appears.

Expected result:
The drag operation is aborted and the tab resumes its position.

Actual result:
The drag operation is left in an unfinished state. The dragged tab appears out of alignment in the bar, and it cannot be interacted with using the mouse. If the tab is closed (using the keyboard), a blank space remains behind in the tab bar where it previously was. This state can be cancelled (and the blank space removed) by dragging a different tab.
