Off by default, building on Bug 1712941, this bug adds scrolling metrics (time spent scrolling and scrolling distance) to the history metadata.

Hi :jstutte, this patch touches what I would say seems close to Dom:Events. (We're collecting scrolling events).
Can you suggest a reviewer for the changes to dom/ipc/ContentChild.* ?

We want to collect user-initiated scrolling metrics (for engagement determination) in a performant manner.
