Steps to reproduce:
open Firefox homepage on desktop win10
Actual results:
Normal 2 rows appear but favicons do not appear on shortcuts...just a letter
Expected results:
On my other desktop win10, all favicons appear as normal

1600 res on second photo and 1900 res on first photo.

I was able to reproduce the issue on Firefox 89.0.1 and Nightly 91.0a1
Some favicons appear after a browser restart, however not all of them.
Also, I believe the top sites icon sizes were reduced with proton.
I'll set a component in order to involve the development team in reviewing this issue.

Moving to New Tab because even though it's using Top Sites, this implementation of dealing with missing favicons is specific to the New Tab Page.
