+++ This bug was initially created as a clone of Bug #1718761 +++

This is reproducible under condition of non-Fission. see Bug 1718761 comment#1.

Steps to reproduce:

  1. Open css snap example at https://developer.mozilla.org/ja/docs/Web/CSS/scroll-snap-stop
  2. Middle click on one of the example, make the cursor show the scroll indicator
  3. Move the mouse to make it scroll

Actual results:
In each example, the first middle click did not scroll.
It needs middle-click twice.

Expected results:
It scrolls normally at the first middle-click.

No, This is not a regression. But I think this is implementation bug.
This(Bug 1719031) is non-Fission case. And I can reproduce this in Firefox68.

OTOH, Bug 1718761 is Fission case.
