certs may be left orphaned in softoken after failed trust import

Details
Brought over from bug 166894. When moving a certificate to the softoken in
order to set trust, we orphan the cert if the trust fails. The cert should be
removed.
However, we have to make sure the cert is not removed when it was already present.

Moved to target milestone 3.8 because the original
NSS 3.7 release has been renamed 3.8.
