Fragmenting composited scrollers caused multiple scroll nodes and
layers with the same element id which confused cc.

To prevent fragmentation of composited scrollers, use the same
pre-CAP method for directly composited layers.

This CL is not needed for LayoutNGBlockFragmentation.
