1. building the msix-packaging toolchain in automation;
2. consuming Bug 1709697 to repackage in automation.

This allows to filter the kinds from kind-dependencies that
dependent tasks are generated from. This allows to work around the
fact that kind-dependencies is overloaded: it both controls the set
of tasks exposed to the taskgraph transforms and the set of kinds that
the *dep loaders process.
