Today my bugzilla account has started showing up that my bugmails are bouncing but the bounce message mentions:
*.smtp-out.us-west-2.amazonses.com
I've tested there are successful deliveries when I send to my bugzilla email address from gmail / hotmail accounts.
Is there an issue with outbound emails from b.m.o or has Amazon SES taken a disliking to my ISP?
It does indeed appear to be a bug in the error message, thanks for filing - it should be reporting that your mail server, not amazon's, is problematic.
In your case your ISP only has a single mail server configured in DNS (mx.tb.ukmail.iss.as9143.net). Your email will bounce if it's unreachable for any reason or is otherwise unable to handling incoming email - there's no redundancy.
How most email providers are configured with multiple mail servers; if the primary isn't contactable it'll be delivered to the next in line. For example gmail.com has 5 email servers.
For clarity here's the full error message: Your Bugzilla account has been disabled due to issues delivering emails to your address. Your mail server (dns; a58-226.smtp-out.us-west-2.amazonses.com) said: (failed) smtp; 550 4.4.7 Message expired: unable to deliver in 840 minutes. <451 4.0.0 Unknown>
a58-226.smtp-out.us-west-2.amazonses.com
is one of our outgoing SMTP servers, not the receiver's.
