Bug 1721407 - Explicitly block Mali 4xx for WR so that they get SW-WR by default.

- User impact if declined: Mali 4xx users will get OpenGL instead of Software WebRender + OpenGL

- List of other uplifts needed: None
- Risk to taking this patch: Low
- Why is the change risky/not risky? (and alternatives if risky): Developer manually verified on Mali 4xx device. It only affects a very small chunk of users, but users we expected to get SW-WR + OpenGL instead of OpenGL. We were previously shipping SW-WR + OpenGL to these users but broke this in 91.
