There's a couple of changes we could make to make information reported with JS_GC_REPORT_PRETENURE more useful.

When reporting information about pretenuring, it's helpful to have the GC
reason and promotion rate.

When reporting information about pretenuring it's helpful to be able to filter
out allocation sites with few allocations.
