Steps to reproduce:
Open https://plnkr.co/edit/nbZ6t7UrQjbNUOtJ
Scroll the grid using mousewheel
try to scroll using the vertical thumb
Note: This only happens on Firefox for Windows. Firefox for MacOS is fine.
Actual results:
The scrollbar doesn't move
Expected results:
The scrollbar should move

I can reproduce the issue in Nightly92.0a1 Windows10.
However, if disabled WebRender (i.e, BASIC or Direct3D 11 compositor), the problem is gone.
