This bug is for tracking of the project to unify pieces of intl/locale into intl/components. This code was some of the original glue code to hook up various parts of Gecko into ICU4C. This is still a viable location to store code that needs to know about XPCOM, as the unified component needs to be included in SpiderMonkey.
