Jonathan, you're probably better equipped than me to assess the severity of this, so feel free to correct me.

Per https://github.com/web-platform-tests/wpt/pull/29781 I suspect this will be fixed by the line breaking work that Makoto and others are working on.

This will be fixed by newer line breaker by ICU4X. (icu_segementer from ICU4X passes this.) https://github.com/web-platform-tests/wpt/pull/29781 fixes WPT's bug. These tests was incompatible with UAX #14.
