Go to login page , fill the form and Reload the page

Actual results:

Form Resubmission Dialog is not shown

Steps taken to investigate test results:

1. Load www.online.citibank.co.in
2. Click on the "Login" button
   Observe: a tew tab is opened: www.cityibank.co.in/ibank/login/IQPin1.jsp
3. Input random characters into the User ID input field and IPIN (Internet Password) input field.
4. Click on LOGIN and refresh the page.
   Observe: The user is redirected to an error page saying: Sorry! Your login attempt has failed.
   Or if the refresh was done even sooner, the same login page is displayed.
5. Reloading this page does not change anything as the same content is displayed.

Considering the above steps to reproduce, I believe that a valid account is necessary in order to properly reproduce this issue and maybe even a way to fail the submission in order to refresh the page to resend it.

Please update the steps to reproduce so that I can reproduce and confirm it (if possible). Thanks!
I've set the Layout (Form Controls) component because it relates to forms. Please set a more appropriate one if incorrect.

I don't have valid citibank credential to reproduce this.
I tried to reproduce on other websites but in vain.
Still waiting for more info from the reporter to make this actionable.
