1723784 - Rewrite dom/media/test/test_access_control.html to use https URLs

test_access_control.html[0] and file_access_controls.html[1] break when https-first is enabled. Bug 1723110 seeks to work around this by setting a pref before running the test. However, we could also also avoid the issue by using https URLs instead. After a quick look over the tests, I don't see any immediate issue with doing so. We'd just need to be mindful to change all the URLs and ports appropriately.
