1723855 - Overlapping syntax in Defect Severity page

Under Bug Handling/Defect Severity in the Rules of thumb section, the first bullet point displays incorrectly. It's most likely meant to be all italicized except for the S1 and S2.

Probably italicizing each phrase around the S1 and S2 would make it appear correctly:
*A crash may be be a* ``S1`` *or* ``S2`` *defect, but not all crashes are critical defects*
