At the moment browser.tabs.autoHide controls the tab bar in both browser and mailnews windows, we should have a separate pref to control the mail tab bar.

LGTM
NIT Initial mail.tabs.autoHide should be false to match browser. Will change for checkin.
Do we need a migration routine to populate it intially with a user set browser.tabs.autoHide value?
