"Bookmark Current Tab" (Ctrl+D/Cmd+D) shortcut & menu item should adjust to "Bookmark Selected Tabs" if multiple tabs are selected

Steps to reproduce:
- Select multiple tabs
- Press the Ctrl+D (or Cmd+D on macOS)
Actual results:
Only the active tab was bookmarked
Expected results:
All of the selected bookmarks should be bookmarked.
The throught process behind this suggestion is to better align this shortcut with the behavior of other tab-related shortcuts when it comes to a having a single tab selected vs. having multiple tabs selected:

Ctrl+R (Reload Tab) : if a single tab is selected, reloads that tab. If multiple tabs are selected, the shortcut reloads all of the selected tabs.

Ctrl+W (Close Tab) : if a single tab is selected, closes that tab. If multiple tabs are selected, the shortcut closes all of the selected tabs.

Ctrl+D is the odd man out here. If a single tab is selected, it bookmarks that tab. If multiple tabs are selected, it still only bookmarks the active tab.

The Bugbug bot thinks this bug should belong to the 'Firefox::Tabbed Browser' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

If we do this we should also make the menu text change as well (in appropriate places, bookmarks menu, app menu etc).
Changing severity to N/A because this is an enhancement.
