Reproduces on Try, and I see it locally on my win+nv machine.

E.g.:

failed: RGB at (3, 1) expected: 36,50,0,255 ± 9 was 30,65,0

Test vendored in bug 1724535.

I believe this is a test bug: https://github.com/KhronosGroup/WebGL/pull/3334

The PR landed, so this is just waiting on a CTS update.
