Steps to reproduce:

  1. Open some tabs in a normal Firefox window.
  2. Close Firefox.
  3. Open a private window and leave it opened.
  4. Open a normal window, this time you'll see the tabs are restored and a new tab is created.
  5. Close the normal window.
  6. Again open a normal window, and this time you'll see a blank window.

Actual results:

Tabs are not restored.

Expected results:

Tabs should be restored.

Setting this to NEW as I can confirm it - I've reproduced it on Windows 10 x64 using the latest Nightly 93.0a1, Firefox 92 beta 2, Firefox 91, and Firefox 78.13.0.
Considering this to be an S2 due to potential data loss.

We don't restore the tabs at step 6 because the browser is still considered "open" (there's still a window open!). I agree that it's a little weird that we restore contents for the first non-private window and not subsequent ones, but that first window is considered to be the start of the session.

Going to close this as this is the expected behavior. The window that was closed in step 5 should show up in History > Recently Closed Windows, so I don't think data loss is a concern here. Please reopen if that menu isn't being populated.
