Steps to reproduce:

Add some popup menus to the bookmarks toolbar. Click on one of the popup menus, hover over some of its items and release the mouse button. Then, click on it again.

Actual results:

The menu items in the popup menu should be highlighted when the cursor hovers over them.

Expected results:

After the first click, the menu items are visually inert in the sense that their appearance doesn't change when hovering over then. This happens for any of the popup menus in the toolbar, as well as for the "hamburger" menu. Restarting Firefox fixes the behaviour up until a menu is displayed for the second time.

The Bugbug bot thinks this bug should belong to the 'Core::Widget: Cocoa' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
