If user have clicked the warning item > button they should see the following:

• Title: Download details
• Headline: Files not downloaded.
• Text: www.website .com attempted to automatically download multiple files. The site could be broken or trying to load spam files.
• Action button left: Allow downloads (grey background, black font).
• Action button right: Block downloads (blue background, white font).

Attachment: Bug 1725355, Bug 1725358 - Show spam-specific subview and handle allow/block buttons on blocked download.

When a user clicks a spam-blocked download item in the panel, show a
spam-specific subview with "Allow downloads" and "Block downloads" buttons.
Allow sets the automatic-download permission to ALLOW_ACTION, block sets it
to DENY_ACTION, and both remove the spam entry and close the panel.
