HTTPS RR Rollout

Rolling out two features of HTTPS RR.

  1. Using HTTPS RR for HTTPS upgrade.
  2. Using HTTPS RR as Alt-Svc headers.

Experimenter is the source of truth for details and delivery. Changes to Bugzilla are not reflected in Experimenter and will not change delivery configuration.
