We're interested in unifying our localization release model around language pack model.
This model give us more flexibility, resilience, and decouples product and l10n release cycles.
This is a meta bug for items identified as required to close the user experience gap between using the langpack model compared to the localization repackages which we hope to deprecate.

, as a tangible win here will come from streamlined release code logic, but the dependencies for the task will likely come from many different areas such as installer, mozilla.org website etc.
