In the BM properties, switching back from the third tab to the second by
pressing CTRL+Shift+Tab does not work.
Reproducible: Always
Steps to Reproduce:
1. Open Bookmarks.
2. Open the properties of one bookmark (e.g. with Alt+Enter).
3. Switch to the third tab (Notify) by pressing CTRL+Tab two times.
4. Press CTRL+Shift+Tab to switch back to the second tab (Schedule).
Actual Results:
Nothing - the "Notify" tab stays focused.
Expected Results:
Switch back to the second tab.
Switching back from the second to the first tab works, though.

Confirming.
Shouldn't the bookmark properties tabs use the same key combinations as Tabbed
Browsing (Ctrl+PgUp/PgDn) for consistency?

Summary: CTRL+Shift+Tab does not switch BM tab → CTRL+Shift+Tab does not switch bookmark properties tab
Actually, the bug isn't related to bookmarks but to widgets, so I'm changing the
component. After some testing I've determined that no keypresses (including ones
to switch to another tab) are processed on a tab if all the fields on it are
disabled. Here are two examples:
1. Open the properties dialog of a bookmark. Switch to the Schedule tab and make
sure that "When" is set to "Never" (this ensures that all the fields on the last
tab are disabled). Press CTRL-TAB to switch to the Notify tab. Pressing CTRL-TAB
or CTRL-SHIFT-TAB will have no effect. Now click with the mouse on the Schedule
tab and set "When" to "Every day". Now CTRL-TAB and SHIFT-CTRL-TAB will work as
expected.
2. Open a non-encrypted page in a browser window. Right click and select "View
Page Info". Since no field is active on the "Security" tab, keyboard navigation
won't work. If you do the same with an encrypted page, everything will work as
expected.

I think I've found another example of this (i noticed while filing bug#189159) ...
If you have a window that doesn't have a location bar, and you open a new tab
(by pressing Ctrl-T) then you can't switch tabs with keyboard short cuts.
ie: try hitting Ctrl-T in this window, and then try switching tabs...

I have the same problem (can't switch tabs with keyboard shortcuts). I'm running Firefox 1.5.0.1 with Mac OS 10.3.9. Was resolved in Firefox 1.5.0 by installing SwiftTabs, which isn't compatible with 1.5.0.1. Installing the Tab Mix Plus is a temporary fix, as the keyboard options only work if you change the switching order (from order in tab bar to last viewed).
