FF91 fails to present bookmarks according to the number of their previous usage

Steps to reproduce:
Typed in some characters in the address bar in order to find a bookmark.
Actual results:
A list of my bookmarks displayed.
Expected results:
Before updating to FF91.0 my bookmarks used to be sorted according to their previous usage. I.e., the most used bookmark appeared first, all the way down to the least used bookmark. Now, this is no longer so.
Also, FF91.0 fails to learn about my favourite bookmarks. I keep selecting a bookmark from the list, but FF's behaviour remains the same, as described before.
All this used to be different in earlier versions.

The Bugbug bot thinks this bug should belong to the 'Firefox::Bookmarks & History' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Hi schneeschmelze, I seem to be running into a similar issue in bug 1725892. Any chance you have Firefox set to not suggest browsing history in the address bar suggestions? It is the When using the address bar, suggest setting on the about:preferences#privacy page.

Thanks for the quick response. Could you try enabling the first option (Eintrage aus der Chronik) and see if this gives you the desired bookmark suggestions in the address bar?

@Bruce, thanks for pinging me. I'm afraid you are right. Please see the attached screenshot for my address bar settings. I configured Firefox a long while ago not to keep a browsing history. So, checking or unchecking this box should have no effect at all. I keep a huge bookmarks file instead to draw suggestions from.
So it is the suggestions feature that somehow has changed in FF 91.0. I would have said to if I had known what it is called in English. Sorry about that.
When I check the first box for the address bar to include suggestions from the browsing history, everything works as before. Although the browsing history is empty! I also think this is wrong.
I think that you are right, we are talking about the same issue in our two bug reports. Maybe we should merge them?

We probably could, but I tend to let the maintainers mark bugs as duplicates - I wouldn't know which bug they would like to retain. I think your browser configuration makes the bug much more obvious though: if somebody has history disabled, then clearly the setting in question should have no impact on the order of bookmark suggestions.
