Steps to reproduce:
E. g. when starting Firefox, it asks for my master password.
Expected results:
Firefox should state the reason why it asks for the password, e. g. "want to fill in password on website xy.zz" or "want to synchronize the Firefox profile".

The Bugbug bot thinks this bug should belong to the 'Firefox::about:logins' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

sync should synchronize passwords still encrypted, without asking the primary password.
why the sync engine must know the primary passwords?

I agree. If, also in general, a popup appears the reason why it appears should be clear. So for example, not only "Error" but also as much information as possible to track down the error. Same for the general password popup. The tab which triggered the popup to pop up should be mentioned.
