unlike "Device Manager" dialog, the "Certificate Manager" dialog does not have
an OK button.

The presence of an OK button also suggests that there should be a Cancel button.
The presence of a cancel button suggests that you can undo all of the changes
you made in the Certificate Manager when clicking cancel, which is not true.
My suggestion is that if a button is added next to the Help button, it would be
labeled Close instead of OK.

I agree with John.
In addition, in the past we did have an OK/close button, but UI people asked us
to remove it.
