Steps to reproduce:

There are certain malvertising sites I manually delete cookies for. in the past versions, no problems. With v91, there are problems. In v90.x when I have deleted those cookies, the size of the Cookie Cache would not change. Now when I choose Manage Data, the size can change dramatically. Just now I did it and the Cookie Cache was ~58MB. I deleted the ONE cookie and the cache size decreased to ~36MB. But that is not all, when I visit some other sites that store configurations in a cookie, the configurations are gone and I have to reset said configurations. For example on a particular Web Forum using Invision [ IPS Community Suite version 4.6.5.1 ], Sub-Forums may be expanded or collapsed. I choose to collapse some sub-forums. That setting is stored in a cookie and exists across sessions and time. However, in FF v91, once I delete that ONE non-affiliated Cookie, that web forum's choice of collapsed sub-forums is lost. I have repeated this test numerous times and it is reproducible.

Actual results:

The deletion of this malvertiser's cookies is affecting other web sites and the size of the cache.

Expected results:

Deletion of the malvertiser cookies should have no impact on the size of the cache as the manager shows no storage space used. It should also have no impact on other sites.
This was never the case in v90.x and previous versions.
In previous versions the cache size would remain the same and the cookie deletion had no impact on other sites.

Not fixed in Today's v90.0.1 release.

The Bugbug bot thinks this bug should belong to the 'Core::Networking: Cookies' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Have you enabled Enhanced Tracking Protection strict mode? i.e. the value of network.cookie.cookieBehavior=5.

A specific STR would be helpful to figure this out. If you'd rather not share that publicly, you can email me the details.

Thanks! I'd still need to know an example of a site that's affected by this issue to figure out what's happening. I couldn't reproduce this locally with a few sites that I tried.

I did some tinkering. The forum is persisting the collapsed state of subforums in local storage under the key https://foo.com. Clearing cookies on a malvertiser site does not clear this information for me on Firefox 91. The collapsed state of the subforums was preserved after doing the clearing and reloading the forum. I'm resolving this for now, please re-open if you are certain there is an issue and can provide explicit STR.
