Steps to reproduce
- Open Any Website.
- Try to zoom and pan.
- Screen Got Flicking.
- Not Smooth As Like Chrome's Zooming Function.
Expected behaviour
Zoom Done Without Any Problems And Smoothly
Actual behaviour
Flicking Screen And Not Zooming Well.

There is some ongoing discussion in the original github issue to try to reproduce this bug or ascertain what devices / scenarios it affects. So far it looks to be something specific to the reporter's device model or specific to their setup in some other way.
Marking as S3 for now, we can revise if we get more information.
(As a procedural side note, since Github bug reporters don't always have Bugzilla accounts, and since we often need additional information from the bug reporter for a bug to be actionable, I think in cases like this it would make more sense to keep the Github issue open, and defer filing a Bugzilla issue until discussions related to reproducibility have successfully concluded on Github.)
