This bug lists all of the known intermittent clipboard failures that are caused by the migration from Windows 10 x64 1803 on AWS to Windows 10 x64 2004 on Azure.

Presumably, all of the dependent bugs have the same root cause and will be fixed when bug 1726269 (which I'm currently working on) is fixed.
