mail compose sends html without asking

Details
My pref window for mail/formatting says "ask me what to do if the message
contains html"; but if I hit send on a message with markup, it just sends the
html without asking.

This feature isn't implemented yet on Message Composition side. Alec, you could reassign it to me...
