Details

After Bug 1727505, we would enable the protection of restricting relaxing default referrer policy if a user is in the ETP custom mode. However, This is somehow confusing because we should allow users to custom their protection features in the custom mode instead of forcing them.

To address this, we need to add a checkbox for the referrer policy protection that allows users to custom their protection in the custom mode.
