BUILD: 2002-09-30-21 and later Linux trunk builds (up to 2002-10-04-08)
BUG NOT PRESENT IN: 2002-09-29-21 and earlier Linux trunk builds
STEPS TO REPRODUCE:
1) Load http://www.nic.fi/~tapio1/Teaching/Ankkurit.php3
2) Hit the down arrow 5 times.
ACTUAL RESULTS: very obvious separate redraws for each keystroke; incredibly
slow scrolling.
EXPECTED RESULTS: slow, but somewhat smooth scrolling as before.
NOTES: There are two ways I've found to restore the "expected" ("old") behavior:
1) Open another tab, switch to it, then switch back to the nic.fi tab
2) Minimize the browser window and then restore it
Either action makes things bearable.
Sounds to me like another problem with things maybe not being initialized right...
Sorry about the testcase size; I'll try to reduce if if I have time tomorrow...

linux trunk build 2002092921 works ok (about 1 second to scroll). trunk build
2002100104 has the problem (about 2 seconds)

a somewhat reduced testcase. the problem seems to be that the "hidden"
elements (menu elements in the original URL) are getting redrawn while
scrolling or resizing.
without the -moz-opacity or the small font, it still happens, but it's less
severe.

Mozilla 1.3, Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.3)
Gecko/20030312, Windows XP Pro, Build 2600.xpsp1.020828-1920
Dell OPTIPLEX GX50, Celerron 1.2GHz, 256 MB RAM, Intel 82810E Graphics Controller
Confirm problems w/ the URL, however, the attached test cases WFM.
This reminds me of the horrible scrolling/intensive CPU & kernel thrashing I see
@ http://www.hiwaay.net/support/faq/index.cgi?view_category=1&catid=50 (and
everywhere else on hiwaay.net's site).

Might this be graphics card related (gfx) ?

update: URL in original report for this bug is rendered horribly, but slow
scrolling I reported for hiwaay.net is working...

this bug is about scrolling, I know, but that page looks horrible :\

I reported the rendering problem at the www.nic.fi site in bug 201442 (the
problem shown in the screenshot.)

http://www.iht.com/
has similar problems with their a story/articles. Just pick any story from the
main page (which is also rendered poorly) and scroll down (ignore the fact that
you can easily read the whole page on one screen, scroll down anyway).
As expected, happens in both Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US;
rv:1.4) Gecko/20030529 [the 1.4RC1] and Firebird [0.6 milestone].

Mozilla/5.0 (Windows NT 6.1; WOW64; rv:11.0a1) Gecko/20111202 Firefox/11.0a1
Tried both the troublesome web and the small-text testcase. Both seem to scroll normally on Nightly 11.0a1, on Windows 7.
