There's an element with height:0 with in-flow content inside, but we don't
collapse the margins of the block with height:0.=

I actually think this should be WONTFIX, and the spec should be clarified (or
changed, depending on how clear you think the current spec is).

I think this would be rather difficult to implement, although I could be wrong.

The spec _was_ clarified. This is a testcase for the revised CSS 2.1.

To wit, "Collapsing is based on the computed value of 'padding', 'margin',
'border' and 'height': content is empty if its height is zero...".
