As part of the M2 milestone for arewefluentyet, we need to remove the DTD and properties usages of brandShortName from our startup path, migrating them to use Fluent.

It would be best to make this a meta bug since many js and jsm files use brandShortName

Renamed to cover the migration of the remaining brand.properties, which includes the brandShortName string.
