Details
When using the "Save page as..." from the right click menu when attempting to
save an attached text file (which has been opened the file in frames within the
browser), an empty file is created. This behavior occurs regardless whether I
use the Download manager or not.

Please include your build id, and if possible include a testcase.
Can you reproduce this bug on a new build of Mozilla?

On Mozilla 1.2b:
From what I can tell, the bug is not reproducable in this version.
