1730135 - No warning notification pops up when quit browser after upgrade from 93.0beta to 94.0a1

+++ This bug was initially created as a clone of Bug #1730124 +++

Steps To Reproduce:

1. Launch Firefox 93.0b3 with new profile
2. Turn on Restore previous session and Warn you when quitting the browser in about:preferences#general
3. Open 3 tabs (Make it 3 tabs in total)
4. Quit
   --- Warning appears as expected
5. Launch Nightly94.0a1 with the above profile used in 93. (Like a regular upgrade in the future.)
   --- previous tabs(step3) are restored as expected
6. Quit
   --- BUG! No warning appears.

Actual Results:
No warning appears

Expected Results:
Warning appears should appear as before(version 93)
The previous setting Warn you when quitting browser should be migrated to the similar settings.

Yes, works for me in latest Nightly94.0a1.
