When launching Firefox with multiple windows open, one is not maximized properly

Steps to reproduce:
- Launch Firefox (the initial window was maximized)
- Go to Settings and change the Startup setting to "Restore previous session"
- Open a new window, so that there are now two maximized windows of Firefox.
- Quit out of Firefox
- Relaunch Firefox
Actual results:
After relaunching Firefox, both windows reopen maximized, except that one of the windows appears and behaves as though it is smaller than it actually is.
The title bar is full-sized and active all the way across the screen, but from the Menu bar on down, Firefox seems to be treating the rest of the display as being much smaller. I can see the contents of the window that is behind, but I cannot interact with any part of it.
Expected results:
Both windows open and behave as fully-maximized.

The Bugbug bot thinks this bug should belong to the 'Core::Widget: Gtk' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

I didn't really understand the change, so I left it, but it has been 10 days with no activity, so I'm wondering if this report should be moved back to where I initially file it. Bugbot said to revert the change, but I can't find how to do that.
Would someone point me to where I can revert the component?
