1731609 - Consider adding monitoring view for geo attribution

As a follow-up to https://bugzilla.mozilla.org/show_bug.cgi?id=1729069 we could consider adding a simple graph to our weekly pipeline health checks to monitor country attribution.

I'm imagining it would be a normalized country breakout, with perhaps the tier 1 countries appearing each separately, and then the rest grouped together. It's unclear to me which table we should target. Perhaps pick one stable table from structured and one from telemetry. High-volume tables are telemetry.event and activity_stream.impression_stats.

I have started on a dashboard here, using the client count explores: https://mozilla.cloud.looker.com/dashboards-next/223

In addition to monitoring country distribution, this also handles operating system distribution (which has been a problem in the past). Going to leave a bit of time for feedback before closing this out.
