Morgan describes reaching that assertion when enabling cache, and doing some kind of light workload, I assume.

Finally managed to reproduce while running browser tests with caching enabled.
./mach mochitest --setpref "accessibility.cache.enabled=true" --headless accessible/tests/browser/states
