In selection of root certs for CCADB Cases also list certificates that have expired in the last 15 months

Details

In the root certificate selection in CCADB Cases, please update the filter to also list the root certificates that have expired in the past 15 months.

In current Audit and Root Inclusion Cases, this is the root cert list provided by the "Add/Update Root Cases" button.

In the new Case type, this is the "Add Root Certificates" button under the "Select Root Certificates for this Case" button.

Reason: For recently expired root certificates, the CA still needs to provide audit statements for the period of time from the last audit period end date until the certificate expired.

e.g. change
Valid To >= Today
to
Valid To >= Today - 15 months

These changes are done in sandbox. Please verify before I move them to production. Thank you.
