Steps to reproduce:

Trying to get 'bookmarks toolbar / only show on new tab' option in 'View' to only show the bookmarks toolbar on New Tab pages... Clicking the option to only show on new tab, but the toolbar does not show up even when opening a new tab. this is the behavior with full screen or normal windowed mode. disabled all add-on/extensions and the behavior persists.

Actual results:

Bookmark Toolbar does not show on existing tabs that are visiting a page, but the 'New Tab' that is opened, or any new tabs, still do not show the bookmarks toolbar as expected.

Expected results:

bookmarks toolbar should be showing up in new tabs only.

The toolbar shows up on the "New Tab" page, not if the new tab is set to a blank page (which seems to be the case from your screenshot).
