1733658 - Intermittent Failures View doesn't show bug summary on initial load

If one loads the intermittent failure page for a single bug (example), the bug summary is not shown. It is supposed to be shown like when the date range etc. gets changed. The current code checks if there is data shown at all - that data gets fetched in the asynchronous getTableData while the request for the bug summary gets initiated directly after getTableData does.
