Whenever I open a New private window from the taskbar, it always says "about:privatebrowsing" in the Start Tab...

Steps to reproduce:
First, make sure the History in the Settings is set to "Never Remember History".
Then, open the "New private tab" window from right-clicking the taskbar icon.
This doesn't happen if you open it in the sidebar, because if History is turned off, it always opens with the "New Tab", whether you choose Normal or Private New window.
Actual results:

Expected results:

It should say "Private Browsing"

The Bugbug bot thinks this bug should belong to the 'Firefox::Private Browsing' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Hi fairfull.playing,
I tested this on Nightly 94.0a1, Beta 93.0, and Firefox 92.0, on Win10, and the issue reproduced in all the builds.
I´ll tag this as "NEW" for visibility, let´s wait for a developer to look into this.
