In the following Phabricator review Julian mentioned that instead of having static HTML files in the tree we could also let httpd.js auto-generate them by using a URL like the following:

http://example.com/document-builder.sjs?html=emptypage

CDP is deprecated and we no longer actively work on this protocol. As such lets close out this bug.
