Steps to reproduce:

On fedora 34:
Run "sudo fips-mode-setup --enable"
Reboot machine
Run firefox

Actual results:

Firefox crashes when trying to load almost any non-local website, including google and the fedora homepage.

Opening a webpage on the local machine does not cause a crash. For example, run scap-workbench, scan the system, and click "open report" to open a locally generated html report. Firefox does not crash.

Also, running "sudo update-crypto-policies --set FIPS" and rebooting the machine does not cause a crash.

Expected results:

Firefox should not crash when opening webpages in FIPS mode.

The Bugbug bot thinks this bug should belong to the 'Firefox::Enterprise Policies' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Tried to reproduce the crash on my Ubuntu 20.04 x64 using a UA personal, but in the end, I could not enable FIPS on my machine due to a missing GPG key.
Assigning this to the Security:PSM component.
